Ready for a lengthy answer...I suggest doing it this way to save space on your device storage side, its kinda small and music files are kinda big comparably.  So here we go.

First off, if you want a portion of the song to ring then use "MP3 Trimmer" on your phone to cut a file down. You dont have to do it that way, but it helps for me with the size.  Once you get the file cut down, move it to the desktop of your pc, and remove it from your phone (to save space).

Once on your desktop, you need to convert it to .WMA

I use http://www.nch.com.au/switch/

After you convert that file to .WMA, move that file on to your phone, (somewhere you can remember where it is).  Find the file on your phone, click and hold to bring up cut copy rename etc.  select copy, then navigate to mydevice>windows>rings...scroll to the bottom click and hold on that page and select paste.

Now upper left of windows start>settings>sounds&notifications>notifications>event Messaging:new text message (or email whichever you want) select the file you created.

If there is an easier way I hope someone comes up with it, for now, thats what I do.

I tried that, got the file, converted it to wma, moved it back onto the phone, then put it in the windows rings folder. notifications, text message, and it wasnt there! I cant seem to figure out how to get it to show for message ring tones and its driving me crazy.

Make sure you have the file you moved from your desktop, is still on your phone.  Move it to phone, then copy copy it, and paste the copy in the rings folder.  Leaving the original file where you moved it from your desktop.

This is exactly what I did, (after converting to .wma).  I moved the filefrom my laptop to internal storage>my documents, then on the phone in my documents I pressed and held on the file to bring up copy, I copied the file and pasted it in the windows>rings folder.

I found out that if I cut them down, convert them to .WAV files, and then use the rumkin uploader (h**p://rumkin.com/tools/sprint), I can save them to My documents on the internal storage and then they show up, even in the text message notification.

I used Music Man Audio Converter, for those who are on mac, try using that, it has a 15 day trial.

Hope this helps, it seems to have taken all day to figure out

Hey, the information above is actually incorrect for the touch, you have to do it a different way..
You can leave it an mp3 (Trust me I have dozens)

Everything above was right for the exception of converting it to WMA, and where to put it..
Basically do everything above
and instead of putting it into the windows folder
put it into
Windows Device\Application data\Sounds\

this will show up the tones for your Incoming calls and text messages alike (Thats all i've looked at, so i'm not quite sure if it affects the rest or not, but i'm guessing so)
If you had a tilt, that would be the case, but since you have the touch....

nyte3k -- I am sure glad you found this out, it helps a lot, I always thought there should be an easier way.  Also since I read your post, I have recorded my own voice saying I have a message, and am now using that as my text and email sounds.   Cheesy

In response, you have to go to the root folder of the phone, what your looking at is the sub-root folder of the phone.

To do this:
Go to my computer>And click 'my windows mobile device' (Or if you have windows XP and have installed the driver for activesync, click on the name of your phone) This will will take you to what you are looking at, from there dbl click the name of your phone (or there again, My windows-mobile based device) and it will take you to the root folder, in the explorer window it will show up as "\" from there, double click application data and make some ringtones with MP3 Cutterhttp://home.hccnet.nl/p.luijer/ for windows XP or...For our unfortunate ones who cannot use windows XP (hehe) use Audacity (Search around on google for it, i'm lazy) xD
