You could do far worse than go to www.arianesoft.ca and download Pocket Programming Language. This is an easy way to write Applications and GAPI based 2D games for WM machines and HTC Touch devices. It also cross compiles to Windows XP/Vista too so your creations work on both formats.

It is C+ syntax with a very easy IDE and good documentation. The forum is friendly and this makes it really easy for you to develop apps and games for Windows Mobile devices.
