rar is a compression format, you'll need software like winrar to open it. Usually, winmo software can be installed in one of two ways. 1 - there will be an exe you run on your PC that installs the software on the winmo device during activesync. Or, there will be a .cab file that you copy to your device and run it there. Keep in mind, games and other software has to be specifically written for Windows mobile to run on your phone. It's not a "real" version of windows like you have on your PC.
